Reentry Program Manager

Position Description

The person filling this position will be responsible for the coordination, implementation, and overall management of Foundation of HOPE’s Reentry Program. This role involves managing and executing welcoming, safe, and secure supportive services for individuals reintegrating into society after incarceration. The Reentry Program Manager will ensure staff and participant compliance with program structure, collaborate with team members, and supervision of the Reentry staff.

Reports to: Executive Director

Status: Full-time

Location: 540 Suismon St., Pittsburgh PA 15212.


Primary Job Duties

A. Leadership Role

  • Active participation and contribution to the management team of Foundation of HOPE.
  • Cultivate relationships with key stakeholders and county leadership.
  • Represent Foundation of HOPE by attending relevant community events, including providing presentations regarding the Foundation of HOPE service model and impact.
  • Represent Foundation of HOPE with community stakeholders as assigned. May require evening meetings.
  • Develop, oversee, and achieve goals of the Re-Entry Program.
  • Ensure the safety and security of participants and the program environment.
  • Supervise Reentry staff, including training, scheduling, and performance evaluation.
  • Implement metrics and tracking methods to monitor program performance effectively.
  • Maintain accurate program documents and analyze data for continuous quality improvement.
  • Utilize trauma-informed, housing-first, motivational interviewing, and harm reduction approaches in service delivery.
  • Demonstrate flexibility and adaptability to respond to evolving program needs and challenges.
  • Stay abreast of best practices, trends, and developments in re-entry programs and related fields.
  • Adhere to all Foundation of HOPE’s policies and procedures.

B. Community Outreach

  • Participate in regular meetings with agencies providing parole services to coordinate efforts, troubleshoot issues that arise, and work toward common standards of practice.
  • Provide mediation and advocacy with landlords on the client’s behalf to assist with obtaining and/or maintaining housing.
  • Create and maintain consistent communication channels, both verbal and written, between several parties (i.e., tenant, landlord, referral source, collaborating agencies, debtors, and creditors).
  • •Work with community partners in the different systems to assess housing barriers and needs of individuals and families who are experiencing homelessness and are eligible for services.
  • Develop outreach and marketing strategies to identify landlords and build housing inventory. Make presentations to interested parties: target audiences will vary but may include faith communities, rental associations, board and care facilities, elected officials, and property management companies.

Essential Qualifications

  • Master’s degree in social work preferred. Substitution of experience for education as follows: B.A. Degree and/or six years of work in the field, including two years of experience providing program management, budget management, and staff supervision/oversight in behavioral health services.
  • Outstanding written and verbal communication skills.
  • Computer proficiency in the use of Microsoft and database applications.
  • Must be able to obtain all applicable clearances.
  • Valid state driver’s license and insurance.
